My nominee: Tom Coburn (R-OK), who single-handedly held up funds that were already appropriated for rebuilding Haiti after the hurricane. His reason? The salary for the fund administrator was higher than he wanted it to be.
Mustn't forget Charlie Rangel.... or Peter T. King.
