Oh my!

The writer in question claims to be from Olympia and also claims to live in the 20th district. No part of Olympia is in the 20th district according the WA state district map. http://www.leg.wa.gov/LIC/Documents/EducationAndInformation/Legislative_District_Map.pdf More dishonesty, I'm sure the lawyers will love that.

No dishonesty involved at all-- it has everything to do with government bureaucracy. Have you lived in Thurston County for very long? If you had, you would know that rural areas not originally within the city limits of Olympia, Lacey, and Tumwater were classified as being in "Olympia" because the postal service for those rural areas was assigned to the Olympia P.O. Eventually individual zip codes were established for the outlying areas, but the mailing addresses for most of them still carry the Olympia name, probably because it would cost a lot of money to make the necessary changes.

Don't let a little truth get in your way, radec. You must have more sleuthing capabilities.
