OK. Real slow. Steve Hall is employed at the pleasure of the Olympia City Council and he has held that position for over a dozen different councils. He is not the 'community's #1 public safety employee', he is the City Manager and as part of his position as City Manager he is familiar with the function of the Chief of Police.
How about learning something about the function of the governance of Olympia before resorting to conspiracy theories.
