It's much like their complaint about not using the Dutch skimmer because the EPA doesn't want them to dump oil back in the water. They'd like to think that if you can get rid of SOME of the oil it's better than none. The skimmer can't keep up with the leak and is the equivilant to putting chemicals in the sea to break down the oil.

They think very small.
